The answer differs in every country, and it usually involves two different bodies. This directory lists both for 195 countries and territories, each with an official link where we could confirm one.

Two agencies, two jobs: CERT versus police
Almost every country splits cyber response into two lanes, and sending your report to the wrong one is the most common reason it goes nowhere.

If you were defrauded, start with the police route and, where one exists, the official online reporting page. Banks and payment providers usually ask for a police or complaint reference before they will reopen a dispute. Countries we could not verify
For the following 21 countries we could not confirm a national CERT or a police cybercrime unit on any official source: Afghanistan, Central African Republic, Congo, Dominica, Eritrea, Gabon, Guinea-Bissau, Haiti, Liberia, Mauritania, Nauru, Nicaragua, North Korea, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Syria, São Tomé and Príncipe, Tajikistan, Tuvalu, Yemen. Several of them almost certainly have a national police service that accepts cybercrime complaints, so contact the national police or the interior ministry first. The ITU keeps a directory of national CIRTs and FIRST publishes a list of member response teams, both worth checking for these countries.
How this directory was built
We started from a country list and then checked every entry against official government, police or regulator pages, the FIRST and ITU team registries, and national cybersecurity strategies. We did not copy agency names from secondary sources. Where an agency could not be confirmed, the cell says so instead of guessing. Agencies are renamed and merged often (several countries created new national cybersecurity authorities in 2024 to 2026), so treat the link as the source of truth and check the current contact details before you file.

Frequently asked questions
Which agency should I report online fraud to?
The police cybercrime unit, or the country's official online reporting portal where one exists. Use the CERT for technical incidents such as a network intrusion or ransomware.
Can a national CERT recover my money?
Generally no. CERTs coordinate technical response and advisories. Recovery depends on quick action through your bank or payment provider and a police report, which is why the police column matters for scam victims.
What if my country shows "Not confirmed"?
Go to your national police or the interior ministry and ask for the cybercrime or economic crime desk. You can also ask your bank, which usually knows the local reporting route.
Does reporting to a foreign agency help?
Report in the country where you live first, and to the country where the platform or fraudster is based if you know it. Cross-border cases usually reach foreign police through your national unit and Interpol channels.
