India's Home Ministry convenes state police chiefs on crypto and darkweb crime under S4C Connect
India’s Indian Cyber Crime Coordination Centre (I4C) held S4C Connect, a workshop on cryptocurrency and darkweb crime, in New Delhi on 8 October 2026. Union Home Secretary Govind Mohan, I4C CEO Rajesh Kumar, state and UT cybercrime chiefs and industry experts attended. The aim was to tighten coordination between the Centre and states as crypto laundering and darkweb markets drive more fraud.
NEW DELHI: India’s Indian Cyber Crime Coordination Centre (I4C), part of the Ministry of Home Affairs, held S4C Connect on 8 October 2026, a workshop on cryptocurrency and darkweb crime at the Dr. Ambedkar International Centre in New Delhi.
The meeting brought together Union Home Secretary Govind Mohan, I4C Chief Executive Officer Rajesh Kumar, senior leaders from the ministry and I4C, state and Union Territory cybercrime police chiefs, and industry experts.
I4C said the focus was stronger coordination between the Centre and the states on cybercrime response.
Why crypto and the darkweb
Cryptocurrency has become the preferred exit route for proceeds of digital-arrest, investment and task scams.
Funds move from mule bank accounts into USDT and other tokens within hours, then out through offshore exchanges and peer-to-peer traders.
Darkweb markets supply the tools and data that feed these frauds, including stolen identity records, mule accounts, phishing kits and leaked databases.
Tracing both takes blockchain analytics, cooperation with exchanges, and investigators trained to seize and freeze crypto assets in a way courts will accept.
What is S4C
Most cybercrime has concentrated origins and a distributed response.
India, being a federal country, has crime as a State subject.
S4C stands for State Cyber Crime Coordination Centre, the state-level counterpart to I4C.
The Home Ministry has pushed every state and UT to set one up and run it, and the S4C dashboard launched in February 2026 gives state police real-time data from the national system.
Workshops like S4C Connect are meant to turn that structure into joint investigations, so a scam run from one state against victims in another can be traced, frozen and prosecuted without months of back-and-forth between police forces.
