Price Discovery Reference for Cellebrite Premium Unlimited / Inseyets Online Unlimited Unlocks - One-Year Subscription
A Year of Unlimited Cellebrite Unlocks Costs About $100,000 to $120,000. Premium Unlimited and Inseyets Online Unlimited Unlocks are one subscription for a year of uncapped advanced unlocks. Two United States price records, a California renewal and three British records put that subscription in a band. Larger totals are usually more than one subscription.
Cellebrite has a product for agencies that provides unlimited unlocks.
Its current code, in a 2024 San Diego contract file and on a 2025 New Jersey cooperative quote, is S-AIS-20-002, Inseyets Online Unlimited Unlocks.
The older name on police awards is Premium Unlimited: one annual subscription for unlimited unlocking of iOS and Android devices.
United States prices run from about $102,500 to $115,800 as printed, or to about $120,400 once El Dorado County’s 11½-month term is annualised.
British records run from £84,900 to £90,115.
Only the San Diego and New Jersey records print a quantity of one.
The British award notices and El Dorado’s legislation text describe one product without printing a count.
Price discovery
Cellebrite does not publish a retail list for the unlimited tier.
The price is recovered from the documents agencies must file when they buy: invitation-to-bid schedules, cooperative quotes, board requests for purchase-order authority, Contracts Finder awards, and mayoral decision papers.
Two American lines are decisive because they share a stock-keeping code and print a quantity of one.
The City of San Diego’s contract file for ITB 10090179-24-E prices line 13, Inseyets Online Unlimited Unlocks, S-AIS-20-002, at $102,511.75 for one year, with four optional one-year extensions, as bid by reseller IT Devices Online.
Essex County, New Jersey, buying for the Prosecutor’s Office from SHI International under Bergen County cooperative contract CK04, bid 24-38, paid $110,361.70 for the same code, quantity one, for 27 March 2025 to 26 March 2026.
The line notes a 6 percent cooperative rate.
Read as a markup, the price before it is about $104,100.
Those two records agree at about $102,500 to $110,400 for 2024–26.
El Dorado County, California, sits slightly above them and buys more than the bare licence.
On 16 September 2025 the Board of Supervisors approved Legistar file 25-1419: a purchase order of $115,800 from 15 October 2025 to 30 September 2026 for “software license and support and maintenance of hardware for the Cellebrite Premium Unlimited Package.”
That term is 351 days.
Annualised, the figure is about $120,400.
The Sheriff’s text describes a package first assembled in 2021: a forensic computer with licensed software, off-site training, a system warranty, and remote support.
The $115,800 is therefore a renewal of a package, not a clean SaaS line.
British awards to Cellebrite UK Limited supply the sterling counterpart.
The City of London Corporation paid £84,900 for 26 February 2023 to 25 February 2024 for an “annual licence renewal of the Cellebrite Premium unlimited unlocking and decryption software for iOS and Android.”
Thames Valley Police paid £90,115 for 6 December 2020 to 5 December 2021 under a contract titled “Data Acquisition software - Cellebrite Premium Unlimited.”
Neither notice prints a quantity.
At the Bank of England rate on the last business day before each award, London’s £84,900 is about $101,400 (1.1941 on 24 February 2023) and Thames Valley’s £90,115 is about $121,400 (1.3473 on 4 December 2020).
One sits at the bottom of the American range; the other sits at its top.
A later City of London renewal, Find a Tender 2025/S 000-035750, signed 27 June 2025, is £79,327.40 excluding VAT from 30 June 2025 to 26 October 2026.
The notice renews existing SaaS licences for the City of London Police and names Cellebrite but not the product tier or code.
It is a contract total.
It is not converted into a daily rate.
A record that does not say unlimited
Oakland Police Department’s annual surveillance report to its Privacy Advisory Commission, dated 13 May 2025, gives “the cost to acquire and operate Cellebrite Premium” as $96,688.95 for June 2024 to June 2025, a renewal of $107,769.38 for June 2025 to June 2026, and an expected $130,095 for June 2026 to June 2027, “subject to change.”
The memorandum never states whether Oakland holds the unlimited tier.
Premium is also sold in counted-unlock bundles.
The first year includes acquiring the device, which arrived in July 2024.
The figures sit near the band.
They are not used to set it.
Totals that are not a unit price
A pipeline notice is not an award.
The Mayor’s Office for Policing and Crime first published a pipeline notice on 23 May 2025 for a one-year extension of Cellebrite Premium.
Its version of 15 July 2025 estimates £5,428,800 excluding VAT, describing 10 tools at digital-forensic hubs and at Lambeth HQ, and adds that Cellebrite will also include analysis capabilities going forward.
The same notice gives estimated contract dates of 30 May 2026 to 1 July 2026, about a month.
A value and a pair of dates that do not describe the same term, for a scope that now reaches beyond unlocking, cannot be divided into a per-tool price.
The 2020 decision, which states eight tools, three years and £2,090,000, can.
A one-year quote for one unlimited subscription that falls between about $100,000 and $120,000, or about £85,000 and £90,000, is what these records show.
The top of the dollar range is a package that also carries hardware support, training and a warranty, so a bare subscription can be expected to sit lower in it.
A quote far above it has to name the extra seats, the extra years, the training, or the other products.
“Cellebrite” is not a quantity.
The discovery is from Global official records of a San Diego bid file, a SHI quote in an Essex County resolution packet, a California board request, two Contracts Finder awards, and a signed MOPAC decision.
Once those documents are read together, the unlimited tier stops being an unknown list price and becomes a public band.
