How Police Request Data from Telegram
Telegram does not publish a dedicated law-enforcement contact. Below is what its own pages say about legal process, and where an officer can start.
Ministry of Cyber Affairs is not Telegram and cannot create or reset portal accounts, pass on requests or release data. Contact Telegram directly. Is this your company? Request a correction.
No police contact published
We checked Telegram’s official legal, privacy and help pages on 17 October 2026 and found no address, portal or email for law-enforcement requests. The closest official channel it publishes: No law-enforcement or legal-process email, portal or postal address is published on any Telegram page. EU authorities only: under the Digital Services Act, competent authorities (Article 49), the European Commission, the European Board for Digital Services, and EU authorities sending orders under Articles 9 or 10, can obtain the contact details of Telegram's designated contact points from its Article 13 legal representative, European Digital Services Representative (EDSR), Avenue Huart Hamoir 71, 1030 Brussels, Belgium, email [email protected], phone +32 2 216 19 71, or by post; requests accepted in English and French; Telegram says requests outside this scope may not be processed (https://telegram.org/tos/eu-dsa). The FAQ also names EDSR as assisting with Terrorist Content Online Regulation (EU 2021/784) communications (https://telegram.org/faq). Content takedown only, not data requests: illegal public content can be reported to [email protected] (https://telegram.org/faq); in India, public content not in accordance with the applicable IT regulations can be reported to the designated grievance officer at [email protected] (https://telegram.org/faq). Postal: European Data Protection Office (EDPO), Avenue Huart Hamoir 71, 1030 Brussels, Belgium: Telegram's designated Article 27 GDPR representative, for GDPR-related queries only (online form at https://edpo.com/telegram-gdpr-data-request/ is linked from the Privacy Policy). Not a legal-process address..

What Telegram says about legal process
- Legal process. Privacy Policy section 8.3: if Telegram receives a valid order from the relevant judicial authorities that confirms the user is a suspect in a case involving criminal activities that violate the Telegram Terms of Service, it will perform a legal analysis of the request and "may disclose your IP address and phone number to the relevant authorities"; no other category of data is named. Secret-chat content and call content are end-to-end encrypted and Telegram says it cannot decipher them (Privacy Policy 4.2; the FAQ says that for secret chats it has no data to disclose). For cloud chat data, the FAQ says data and split decryption keys are held by different legal entities in different jurisdictions, so several court orders from different jurisdictions are required to force Telegram to give up any data; this is Telegram's stated position.
- Requests from other countries. Not stated as a general procedure: section 8.3 only says a valid order from the relevant judicial authorities and gives no address, portal or channel. The only authority route Telegram publishes is for the EU: under the Digital Services Act, competent authorities (Article 49), the European Commission and the European Board for Digital Services, and other EU authorities sending orders under Article 9 (orders to act against illegal content) or Article 10 (orders to provide information about specific users), obtain the contact details of Telegram's designated contact points from its representative EDSR (see best_legal_contact); Telegram says requests outside that scope may not be processed. The FAQ also names EDSR as assisting with Terrorist Content Online Regulation (removal) communications. No channel is published for authorities outside the EU.
- Preservation. No preservation-request process is published; the Privacy Policy says metadata such as IP address, devices and apps used and username-change history, if collected, can be kept for 12 months maximum.
- Notifying the user. Not stated for data disclosures. Section 8.3 says only that if any data is shared, such occurrences are included in a quarterly transparency report at https://t.me/transparency.
