How Police Request Data from PayPal
Police and government officials send lawful requests to PayPal through its law-enforcement portal. The details below are taken from PayPal's own published guidelines.
Ministry of Cyber Affairs is not PayPal and cannot create or reset portal accounts, pass on requests or release data. Contact PayPal directly. Is this your company? Request a correction.
Where to send the request
| Portal | safetyhub.paypal.com Authorised law enforcement agents and government employees only, who sign in with an official email address after registering and being approved; the sign-in page asks the user to pick a location/jurisdiction (United States, United Kingdom, Australia, France, Germany, Russia, Italy, Spain, Rest of World). |
|---|---|
| Legal entity | PayPal Pte. Ltd. for Rest of World requests (per the PayPal Holdings Inc. Rest-of-World guide: 'Entity name: PayPal Pte. Ltd'); the US and other jurisdictions are selected inside the Safety Hub portal |
| Official guidelines | paypalobjects.com |
Check before you send
- [email protected] is for general enquiries only (PayPal's Rest-of-World guide). Data requests must be submitted through PayPal's Safety Hub (safetyhub.paypal.com), which replaced emailed requests. The older paypalcorp.com address in PayPal's PDF guide is no longer valid.
Emergency requests
The Rest-of-World guide says priority is given only in particular circumstances (for example life-threatening issues) and only where the sense of urgency is appropriately specified in the request; no separate emergency channel is described. Contact: https://safetyhub.paypal.com/
What PayPal says about legal process
- Legal process. Rest-of-World guide: requests may be a summons, subpoena or letterhead equivalent addressed to PayPal Pte. Ltd., signed by the law enforcement officer in charge, and should include officer details, all known subject identifiers (PayPal email addresses, account numbers, names, transaction IDs), exactly what information is needed and how it relates to the investigation, why it is reasonably necessary, and the legal act the request is made under. Requests via Safety Hub are processed in about 10 days.
- Requests from other countries. Agencies outside the jurisdictions in the Safety Hub list select 'Rest of World'; PayPal's Rest-of-World guide asks for requests addressed to PayPal Pte. Ltd. (general enquiries [email protected]; requests themselves go through Safety Hub). India is not named in the guide; PayPal's privacy statement for India names PayPal Payments Private Limited as the PayPal entity for Indian users, so whether India falls under the Pte. Ltd. route is not stated. UK agencies use Safety Hub (United Kingdom); PayPal UK says no official request is answered if received by email and gives [email protected] for general enquiries only.
