Telegram is one of the widely used apps in the world. This includes buying and selling of restricted materials, distributing of pirated movies, renting of bank accounts, SIM cards, SIM boxes etc. It is an integral part of any investigation.
Identifier for Data Request
Telegram data can be sought through two major identifiers:
- Telegram Handle (Ex. @suspect)
- Telegram Link (Ex. https://t.me/suspect)
Pro Tip: If handle or link is not available owing to privacy, open Telegram Web from 'browser' and then copy the link!
Data provided
Telegram provides majorly two data points as per its declaration on their privacy policy. It includes:
IP address and phone number to the relevant authorities.
For India
India has a robust internet regulation, which allows Courts and Government authorized personnel including cyber police to lawfully seek data from Telegram. As per the Rule 3(1)(j) of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, all digital intermediaries (such as social media platforms and websites) must assist authorized government agencies. Platforms must comply within 72 hours (or 24 hours for online real-money gaming platforms) upon receiving a written order.

What if Telegram does not respond in your country?
Telegram responds to countries where there is a "Law". So the first thing to do is to get a law formulated where Government can legally seek data from Telegram. The second is to nominate a residential nodal officer for easy communication. In terms of absolute data disclosure requests, India has the highest data requests in the world for Telegram - owing to the scale of abuse in India by transnational criminals and strong law, where Telegram is bound to provide data.
