Every interstate telecommunications carrier and interconnected VoIP provider in the United States must register with the FCC on Form 499 and name an agent for service of process in Washington, DC: the contact designated to receive subpoenas, court orders and other legal documents. This directory lists that agent, with phone and email, for all 8,951 providers with a current filing (FCC data as of August 2026), together with each company’s legal and trade names, headquarters, customer-inquiries line and the states it serves.

Serving process on a US provider
- The agent for service of process is the legally designated recipient. Many providers appoint a registered-agent firm, which forwards documents to the company’s legal team; that is normal and valid.
- Pure broadband ISPs that provide no interstate telecom or VoIP service may not file Form 499 and will not appear here.
- Requests from outside the US for stored content go through the MLAT or CLOUD Act route; see our investigator guides.

Only filers whose most recent Form 499 was submitted in the current or previous year are included, which removes companies that have ceased operating or been absorbed.
