Telecommunications in the UAE, including Dubai, are licensed federally by the Telecommunications and Digital Government Regulatory Authority (TDRA): two public telecom operators (e& and du), satellite and satellite-internet operators, and specialist IoT and broadcast licensees. TDRA's register gives each licensee's legal name, licence number and website; it does not publish postal addresses, phone numbers or email addresses. This directory reproduces the TDRA register as of 10 September 2026: 13 TDRA-licensed operators. Requests from law enforcement are routed through the operators' legal and regulatory teams via the UAE Public Prosecution and TDRA; the licensee websites list their corporate contacts.

TDRA's register is a licence register, not a contact directory: it publishes licensee name, licence category, website and the licence PDF, and the licence documents state only the legal name, licence number and term. No postal address, phone number or email is published for any licensee, so those fields are empty and must be sourced from each operator's own law-enforcement/legal channels. The register covers federal public-telecom, satellite, PAMR/IoT and broadcast-satellite licensees only; free-zone or emirate-level ISPs (e.g. Dubai DTEC/DSOA tenants) are not listed. Legal names and licence numbers were taken from the licence PDFs; the Intaj (twofour54) licence PDF is a scanned image so its licence number could not be read. The Etisalat and du licences are the renewed 2026 documents (Licence No. 2/2026 and 3/2026). Names and contact details are reproduced as published; the regulator is the authority and should be checked before serving legal process.
