Telecommunications in Hong Kong are licensed by the Communications Authority through OFCA: unified and mobile carrier licences for the network operators, and Services-Based Operator (SBO) licences for Internet service providers, mobile virtual network operators, external telecom and value-added service providers. OFCA's licence enquiry systems list every licensee, and each licence document records the licensee's registered address; hotlines and websites are published for the major operators only. This directory reproduces the OFCA register as of 10 September 2026: 561 OFCA-licensed operators. Address requests to the registered address on the licence; the major operators also publish law-enforcement liaison channels through their corporate offices.

Covers all 60 carrier licensees (UCL/MCL) and all 539 SBO licensees live in OFCA's enquiry systems on the fetch date, merged by company name. Addresses are the registered addresses printed on each licence document (as at issue/renewal), so may lag corporate moves; OFCA publishes no per-licensee phone or email, and hotlines/websites exist only for the ten major operators on OFCA's consumer page. Eight licence numbers present in the DATA.GOV.HK SBO CSV but absent from the live enquiry (cancelled/lapsed) were omitted. 18 amended licences list superseded addresses (struck through in the PDF); the most recent address was kept. Names and contact details are reproduced as published; the regulator is the authority and should be checked before serving legal process.
